I was thinking it would be relatively easy to make the jig for a lugged steel frame from a bed of plywood and some doweling.  This would only fit one frame per  use, and not be adjustable, but should be a lot less expensive that these adjusting jigs above.

Take an existing frame in the size dimension you like build the wood device to hold it in place, replace the frame with frame parts, weld the butt ends.... sounds easy?
