for light LA rain id go for the soma rain/wind shell. no hood but its only like $17 in merry sales

I have a waterproof suit from Sierra Design.  It's basically a matching windbreaker and pants.  They keep me dry.  The jacket has a conversion chart inside and both come with their own stuff sack.  Got them from REI. 

Rode to school in the rain yesterday in them.  Stayed dry until I took them off and accidentally sat in a puddle ):

It breathes REAL WELL cuz it has mesh on it's sides, from the armpits down the sides.

Personally, I bike to climb inside my waterproof Ortlieb pannier for the until I arrive at my desination.
