We have a rivnut tool, which can install an internally threaded rivet which can then be used to install things like pumps and water bottle cages. I think I see the mid-fork bolts (silver in two of the photos) where the mid-fork eyelets are all ready for a front low rider rack. This thing is ready for touring--except that overhaul part.

CL find Can't beat $50 for a raleigh touring bike, too tall for me though. http://losangeles.craigslist.org/wst/bik/1898964084.htmlguy says it's a 62cm, might be good to just flip even, just make sure BB is in good condition.

I've got the Nishiki 48ish CM mixte in the BRW window (asking $185), and I've got a Univega Viva Sport Mixte that's a little bigger (asking closer to $250), but both of those are a little expensive if you're looking for something to chop up for tall bike purposes.
If you're looking for something fun for someone to ride around on, they're both pretty solid. The Univega's pretty light, the Nishiki weighs about 33lbs. Both are roadworthy right now.
