Hello,

Question Prologue:

I'm building up an older frame and want to keep it a downtube shifting bike. The frame's got on the braze-ons, I have the shifters. However they don't seem to fit on too cleanly. Looking at my other bike I notice there are these Halfmoon spacer thingies that let the flat sided shifters stay tight against the rounded downtube.

Question:

Where can I get such spacers? Do we have any lying around in the shop?

First off, what kind of shifters do you now want to use and second, what kind of shifters came off the frame you want to use the new shifter on?
It sounds like you may have had shimano shifters (if you blind man describing an elephant matches my blind man's description of said elephant...) with those mitred (half moon bits) that contoured to the frame and provided a spacing for the shift levers to mount to.
We might have some of those somewhere in the shop, but I kind of doubt it.  I haven't seen any.
We need more info.  What brand? Indexed?  how many gears etc...
You should be able to find at least a complete set of shift levers and mounts on ebay, used.  Cuz, we sounding like we talking vintage...

I got the frame on it's own so didn't take off any shifters. It's a Tomasso Steel Frame, and I've got some Gipiemme non-indexed/friction shifters. I'm probably going to get a 6 or 7 speed freewheel but I'm guessing the speeds/gears won't matter as much since it's not indexed, right?

Most of the shifters I see on ebay don't come with the halfmoon thingies. Maybe they're not necessary, but when I kind of tried putting these things on they looked odd because they jutted out and didn't sit flush, and maybe it was because I hadn't run a cable through it yet, but it also felt strangely loose.

Hah yeah it looks like that I actually just figured it out. I'm silly, I'm sorry. Question retracted. I'll be brining in this bike soon to start working on it. Pretty excited! I get to overhaul a bottom bracket and install a headset! w00t!
