Wish America didn't have such a strong car-based culture. 

Anyone have any idea what companies there are in America that have been trying to promote this kind of business?

The issues are:
a) Keeping them from getting stolen.
b) Finding people who are willing to rent bicycles regularly that don't/won't have their own bikes.
c) Installing enough start/stop points that the program is useful without being a pain to maintain.

GPS position reporting would probably help with (a). Although that's kinda pricey--but maybe not for entities like municipalities?
